The project I am currently working on will in due course require that 4,000 pedestrians per day are made to cross our site entrance. The site entrance will have to stay at this location for the duration of the project. Wagon, vans, cars etc etc will constantly going in and out of this entrance and to top it all off, we have a tower crane on site, which will, from time to time be required to off load large wagons from the road. Does anyone know of the legislative requirement for carrying out this type of operation for protecting the public and does anyone have any solutions/best practice.

Posted By RP It may be possible to use temporary traffic lights equipped with a pedestrian crossing facility. I do know that APlant-LUX are able to supply and install this type of system. You will also need to consult with the Highway Authority...

Posted By steven bentham Have you considered a partial highway closure and a re-route of pedistrians [unloading from the highway with a tower crane can be difficult when public are mixed in, loads can easily slip from slings!].
Everyone of the 4,000 pedestrians a day has a right to be on the highway/road and be 100% safe from your activities: squash one and you'll be in big trouble!

This really should have been planned long before the site started - City centre sites, such as this one is likely to be, really do pose significant problems. One of my previous projects was in ccentral B'ham near the coach station and had major routes on 4 sides. The planning needs to be undertaken in cooperation with the LA or the problems will spiral.
You will need to consider the following
1) Restricting crane work to off peak periods
2) Early morning deliveries
3) Supplementary banksmen to control pedestrian flow
4) Properly signed pedestrian warnings and barriers
The use of any form of lights control will need approval from the LA
Just be glad that the site is not split across a main road as well - The B'ham site had that as well!

Funny you should mention the site being split across a main road!!! Our site is split between a bus route. I dont suppose you have a plan/drawing of how your site was set up by any chance??
