I am actively involved in warehouses, and specifically pallet racking. I find that the perception of the risk associated with the health of the racking (i.e. the metal structure that supports the pallets/loads) ranges from "very aware" through to "denial".

I have been involved with pallet racking collapses many times (not as a participant, I hasten to add) and I have seen the horror associated with it.

Is it me?

Although racking is covered broadly by PUWER and HSE, there seems to be a lack of concern because it is not a moving part, as in a machine or fork lift truck and therefore seems to be a low priority.

Is there any current specific legislation covering racking and other types of storage equipment?

Hi Geoff, there are standards for pallet racking the SEMA standards. Contact www.sess.co.uk for futher advice. This is a company that I have used for the past 10 years or so for racking inspections.

Thanks for that Corsa, we know of SESS and deal with them at a high level.

SEMA themselves are an excellent organisation that provide the manufacturers' all encompassing standards for the amount of damage that can be sustained without action.

However, it is the ground level (and sadly often Management) awareness that is often lacking.

As an analogy, it seems that lots of people must wait for the MOT before they bother looking at their tyres.

It would be very useful to get hold of the (now obsolete) HSG 76 - H&S in retail and wholesale storage (..or words to that effect). It adequately covers racking and storage.

I believe that the guidance booklet that Ali is referring to is currently being updated. Although I am not involved in the process I do recall a discussion I had with a member of the review 'panel' some 12 months ago with regard to the review/update of the guidance

There has been some debate as to whether racking falls within the definition of work equipment - the HSE(i believe) do not, however in my humble opinion, sec 62(f)installations appears to cover it. If in doubt, there is the general requirement under HASAWA Sec 2(1)(a).
I feel that your observations are correct, i am often staggered to come across horrendous damage to racking components, which are still fully loaded. Incidentally, i know that LA inspectors do take the matter seriously and serve Imp notices accordingly,probably because, in the main, they come across it more often.
