Picture this: Residential Area handed over to residents- road not yet adopted by the authorities as top coat of tarmac yet to be applied.
Roadworks in operation to raise the levels of manholes to the finish level of road. Cones surround the work area together with signage on display highlighting the fact that work is continuing.
Would cones be seen as a sufficient barrier, we all see them on our travels, or are the more rigid structures of pedestrian barriers the only option bearing in mind that the work is in close proximity to the residents.
Please no RA answers.

Not certain of the picture!
1. Manhole covers in place, what is the risk? If only a trip hazard, then cones may well be sufficient - even better with tape from one to the next.
2. If manhole covers yet to be fitted, risk is considerably greater so may well be insufficient to rely on cones.
