Can anyone please provide me with a generic safe system of work that a licensed contractor may use for removing asbestos from a premises.

This is impossible to do if it's to be done properly. Whilst the removal techniques will be the same for similar types of asbestos containing materials, the contractor must have regard to the location and type of the asbestos as well as the layout of the premises.
