I am trying to source the levels of heat emitted from lights and the legal limits for possible human contact...can anyone point me in the direction for these guidelines or limits please?

By human contact do you mean physical contact or radiated heat. If you looking for guidance on heat stress, you could start here:

Unfortunately, I don't know any particular standard for this, but I am not a lighting expert. However,you could try contacting the following bodies for some advice - they might be able to guide you to the right document:

The Chartered Institution of Building Services Engineers - Society of Light and Lighting

Possibly BS EN 12665: 2002 Light and lighting –basic terms and criteria for specifying lighting requirements, might help. (£102 non-member price). Most large central reference libraries keep British Standards so you could have a look at it beforehand.
