I assume that you never received a response to this. I personally would not advise undertaking this type of assessment unless you know what you are doing. Even as a fire safety specialist I would not undertake this type of assessment. I think you would need to have some knowledge of minimum ignition energy required for the subtance you are trying to risk assess. You would need to know upper and lower flammability limits, have an understanding of intrinsic safety of electrical items. My guess is if you are asking for a template then you probably don't have the knowledge and when you are talking about explosive atmospheres and dangerous substances then my view is seek expert advice.
