Posted By alwyn Has anyone had problems with transport companies turning up on site without lift plans etc, & tend to look at you with a curious expression when challenged. It has happened to me for the third time now. Do any of these HIAB weilding companies have to produce Lift Plans alsong with their risk assessments. I know LOLER applies to the actual "Loader crane fitted to a lorry for delivery" Reg 2.9.(f) but what of the plan?? I appreciate some clarification

Posted By Pete48 Alwyn, depends on whether BS7121 part 4 applies or not. That is, if it is a lorry loader type of vehicle as opposed to a mobile crane. The original standard was intended to recognise the "simple" lift where the lorry mounted crane was incidental to the main purpose of goods carrying. Training of users, risk assessment etc still apply of course. With the growth of larger and longer reach vehicle mounted cranes the distinction is becoming less clear and I think that part 4 is up for review. Think about the average building supplies delivery driver making a delivery to my house. Lifting plan?? No its SSOW stuff reliant upon the driver to manage the risks on site by the application of demonstrable skills and knowledge.

Posted By alex mccreadie Alwyn I would agree with Pete BS7121 part 4 is up for review. The problem with a Lift Plan for Lorry Loaders is where they are going to set up? Would the Appointed Person need to travel in the cab? We operate lorry loaders and have Risk Assessments on board plus a Radius Load Chart fixed to the side of the vehicle. Our Operators have been trained to operate the Hiab/crane and have a training card to prove it. I feel we are conforming with all regulations as there is a SSOW in place. I can understand your concerns especially as there is now a Lorry Loader on the market capable of lifting 25 Ton. It can also lift half a ton to a 35 metres Radius!!! Seeing it is Friday when was the last time anyone whether on construction sites,offices,hospitals or stores where waste is collected checked the thorough examination certificate on the waste collection vehicle.
