I seem to recall from my NEBOSH Diploma days that the etc relates to H&S on the railways...

I've always understood that the etc referred to the bits of the act that were concerned with setting up the HSE/C and that enabled the govt to introduce regulations. So not directly related to Health & Safety.

The intro paragraph in my booklet (a reprint dated 1975) says
'An Act to make further provision for securing the health, safety and welfare of persons at work, for protecting others against risks to health and safety in connection with the activities of persons at work, for controlling the keeping and use of dangerous substances, and for controlling certain emissions into the atmosphere; to make further provision with respect to the employments medical advisory service; to amend the law relating to building regulations, and the Building (Scotland) Act 1959; and for connected purposes.'

I think this justifies the 'etc'

According to the course notes from RRC when I studied my NEBOSH diploma back in the stone age,
HASAW etc Act 1974 is the short title and the full title is -

An act to make further provision for securing the health safety and welfare of persons at work, for protecting others against risks to health or safety in connection with the activities of persons at work, for controlling the keeping and use and preventing the unlawful acquisition, possession and use of dangerous substances, and for controlling certain emission into the atmosphere; to make further provision with respect to the employment medical advisory services; to amend the law relating to building regulations, and the building (Scotland) Act 1959: and for connected purposes.

Which is just a bit long to get on the front cover of the act, in letters etc.
