FRO Responsible Person - again

By now there must be a few of us who have done a few fire risk assessments under the new fire order.

i would be interested in your replies to the following questions.

A. Do you name an individual as the Responsible Person

B. If so what level within the organisation

C. Do you name the company or board or owner

D. None of the above

Hi Phillip,

I usually name the person who has been identified in the Company's H&S policy as having overall responsibility for Health and Safety. If no one has been so identified I name the Company. I also identify the person whom I spoke to when visiting the site since some of the anecdotal evidence, e.g. "We always do induction training that includes fire safety" will have come from this person.

Hi Phillip,

The RRO is quite clear on this issue the responsible person (person responsible for H&S e.g. Managing Director) can delegate his duties to a Competent Person, someone who is sufficiently accredited, with enough knowledge, skills or other attributes to undertake this role. Therefore competent person is the one who can implement fire safety measures and undertake FRA, but responsible person is the one who may be prosecuted for any failings in fire safety.
