I am a Director (and a leaseholder) in a block of Flats and with the new regs etc need some help to clarify two things:
- do we need to provide an Evac Chair ie. the Management Company, for the disabled person (wheelchair bound) residing on the top floor.
- are we obliged to install emergency lighting in the main communal stairway/hall considering we also have an external staircase
Any help would be appreciated

Yes in both instances, for the first make certain you have people trained in the use of such equipment; a keep may be an option but it needs to comply with minimum resistance to fire heat smoke etc.
For your second question talk to the building owner its a fixed item and not usually your responsibility to install (unless heads of terms stated it, but I doubt it). If the area you are stating is a fire exit it should also be signed appropriately.It is not unreasonable to think that not everyone will be situated to use the staircase you made reference to, emergency lighting may just save a life or three.
All these issues are part of the fire risk assessment and should be classed as immediate action, as well as complying with the building regulations.
