Can somebody clarify what is the primary and secondary functions of a scaffold toe board.
To prevent misplaced footing or to prevent objects falling etc..

Both objectives are primary unless you are going to put a further rail below the mid-rail.

If you do install such a rail it is then to stop materials etc falling off.
