As the size is predetermined to satisfy building regulations, the size you currently have will therefore comply; I suspect the question is regarding items blocking or reducing general size which may not be acceptable; I might be wrong though on my assumption.

the distance we have is reduced from the building regs as temporary hand rails are being put in front of the permanant ones as they are not to 950mm.

As a general point - why leave the temporary handrails in when the permanent have been installed - it sounds like double work to me? That is remove temporary - install permanent - re-install temporary.

As to width i try to aim at a minimum of 950-1000mm. The real problems start as you battle with the encroaching storage of items that will be used "shortly"!

It's possibly to protect the originals Bob. I agree however if they are in-situ and fully fixed get the temps out of the way. If you are concerned about potential damage just run a protector through the area.

All the best
