Can anybody help me with this one.

I have received a questionnaire today from a Management Services Organisation vetting suppliers.

Most of the material is irrelevant but easy to comply with but one question I have been asked is if we carry out 'contractor competency surveys' as required by CDM 2007.

This is a new one on me - can anybody shed light on what they are looking for and should I be complying in non CDM environment e.g. small scale engineering contractor works.

If you look at Appendix 4 of the CDM ACOP you will see that there is a framework that can be applied for the assessment of parties involved in construction. It is also worth noting that being a CMIOSH carries no weight.

There is in reality no such thing as a non-cdm environment - ALL construction work as defined are affected in one way or another. The only break point is between non-notifiable and notifiable. The latter brings in Part 3 of the regulations, the remaining parts apply at all times.

Therefore you should be assessing the competency of contractors as per regulation 4 whenever you are about tio undertake construction work.

I guess that the work you are being assessed for is probably unrelated to CDM 2007 thus your concerns over the initial terminology?

Appendix 4 is an excellent tool and if the work you are wishing to undertake is non-CDM related and there is plenty that is, simply work your way through the appendix and state 'N/A' if the CDM referencing is not relevant to your own particular trade; if you are wishing to be involved in notifiable and non-notifiable projects (all construction work is now CDM 2007, [but not necessarily notifiable under F10])you may be best taking some further advice .

Just a note to remember that there is such a thing as non-construction contractors (e.g. cleaners).
But even with those I would suggest that the competency assessment in the CDM ACOP as quoted above would give a good basis for assessment (minus any construction specific bits)
