Trevor, HSG136 is an excellent reference guide, available from the usual sources for HSE publications. It has stuff that is relevant to all sizes of workplace and should allow you to build your own site-specific safe traffic system.

To add to his there are some excellent 3D befiore and after scenarios on http://www.hse.gov.uk/wo...sport/sitesafe/index.htm which show before and after views of improvements made follwoing accidents,
