I have an issue regarding pedestrian access to a child care centre across a car park, which is a new project. No provision has been made on the plans for a walkway into the centre. Is there any guidance given for when a walkway should be provided.

This should have been dealt with under the planning requirements - if the LA omitted the need then the designers have no need to include such access. In general this happens when the LA believe that there is an alternative route that should be used.

This is another cases where a CDMC has less than adequate competence re H&Safety as if they did this would have been picked up at an early stage irrespective of planning etc needs

time and again I have sat with PS's/CDMC's and they have missed the obvious as they tend to be competent re design only

Its back to old risk assessments argument as its an area well covered in law
