We have a fixed scissor lift - meaning a scissor lift which is not mobile and is fixed in one position to allow access to a loading dock.

I was suprised to find that this piece of equipment has no means of lowering the lift fitted at ground level - it only has controls within the platform itself.

Surely it must be fitted with controls at ground level as well so that the platform can be lowered in an emergency?
