This was a question that remains unanswered from one of my lecturers on the NEBOSH Const. Cert.
Can anybody tell me if escalators are subject to the same testing procedures under the LOLER Regs as elevators / Lifts. If so where can I find documented evidence to suggest this is the case.

LOLER does not usually cover any continuous use equipment such as an escalator. see ACoP L113 para 34.
The Workplace (Health, Safety and Welfare) Regulations 1992 states;
'Escalators and moving walkways
19. Escalators and moving walkways shall:—
(a) function safely;
(b) be equipped with any necessary safety devices;
(c) be fitted with one or more emergency stop controls which are easily identifiable and readily accessible.'

When I made enquiries about this a while ago it was concluded that escalators were conveyors and not lifting equipment therefore LOLER did not apply. I will be interested if others have a different view.

Escalators definitely dont come under LOLER.
There are two HSE docuemnts PM34 and PM45 that are listed as out of print that apply and SAFED are currently working on a replacement docuement similar to the LG1 document for lifts.
