Hi,

Could someone please tell me how often a stair lift should be thoroughly inspected and should it be carried out by an 'independent' competent person?

The problem is that many of them are installed in domestic dwellings and not in workplaces.

There is a BS specifically for stairlifts however there are a number of imported units in the country that do not comply.

I have investigated numerous incidents over the years including one fatality and I would strongly recommend that they be inspected (over and above maintenance) on a 6 monthly basis.

Not sure I entirely agree with earlier posting. Whilst it is not specifically mentioned under LOLER, if it is a work setting, I think it would be classified as lifting equipment - as its primary purpose is to lift people (up the stairs). Just as hoists help people into baths (and have to be tested). So if its in a domestic premises (an individuals own home)- not technically required unless it becomes a work scenario.

I do agree that it should be examined every 6 months by a competant person.

Further to my previous posting I have found a definitive in Annex 9 of an HSE report into the subject. It is a big document so cant repeat it all here - essentially the 6 monthly periodicity is recommended and they are defined as lifting equipment. If anyone wants a copy please e mail me as it is in the public domain and there are no copyright issues so I can send you a copy.

A bit of a grey area, however having read a HSE sector information minute, it states that whilst stair lifts, bath/toilet lift carry out a lifting function, when it is used and operated only by clients (members of public), it is not work equipment as defined and PUWER and LOLER should not be applied. HASAWA Sec 3 should be applied. Where this equipment is provided primarily for operation of staff, it would be covered by PUWER& LOLER. Where a thorough exam is required, then this should be 6 monthly or in accordance with an exam scheme. This can be carried out in-house by a suitably competent and impartial person for the more simpler and lower risk equipment.
