What is the standard procedure to transport cable drums using a forklift?
Any help is appreciated.

Google - cable drum forklift - you will get thousands of sites that offer various solutions.

One way not to do it is illustrated in the tragic case reported at: http://news.bbc.co.uk/1/hi/england/7085111.stm
Although this was a paper drum, not a cable reel, the size and weight would seem to be similar.
