We've recently had some new offices built below a mezz floor, they have cut plasterboard walls around radiators, left openings at windows, and there are no fire breaks above the ceiling tiles. I'm not happy with this but is this a matter of "best practice" or non-compliance ?

It really depends on the fire strategy agreed with building control. It could be either right or wrong. You need to see the agreed fire strategy documents.

Its a mixture of 'Best practise' & Non Compliance. It sounds as if the contractors may not have had much pride in the job or your project manager took his eye off the ball. Without a doubt, if you do not have correct containment then the building will fill with smoke quickly and this will effect the area as a whole, it may also effect the mezzanine above. However, you will now tel me that the area under the mezzanine is only 10 square meters and every thing I have just said will be wrong! The short answer is did you do a fire strategy? have you done a fire risk assessment? How big is the area/ Whats the mezzanine made of? How many people work in the area and the building as a whole? Are these just office areas? etc etc.
