Mike,
All members now initially join IOSH as Affiliate Members and are then their qualifications and experience are assessed against the criteria in the Byelaws before an offer of Technician Membership is made. All decisions are subject to audit by our Membership Sub-Committee so the process can take up to 3 months to complete. Given your only 6 months short of the current 5 years requirement I suggest that you apply now and given the time lapse I would expect you to be offered Technician Membership at first assessment and even if you don't you could ask for a review within another couple of months. If you leave it until you have the experience you will then delay the offer of Technician Membership further so it would be best to join now and take up the benefits of IOSH Membership we will be happy to have you.
