Can you help by giving a rough idea on the frequency of visits to construction sites by the health and safety adviser, whether directly employed or external consultant?

I'm interested to see if there are any differing opinions in the different areas of the UK i.e. England, Scotland, Ireland north and south.

Given the number of Projects we have going on at any one time, there's no way I could make any sort of commitment to visit every site.
I would suggest an onus on evidence from the contractor of site inspections at regular intervals (frequency dependant on complexity and risk, agreed between client and contractor at tender stage).

I would focus on say a 5 -10% Audit confirmation of that process via my own site inspections.
In CDM terms I believe this constitutes "reasonable steps" by the Client to ensure that managment arrangements are maintained by his appointees for the life of the Project?

Hi Crim,

As per the CDM 2007 ACop- Appendix 4- Competence- section 6 of the table- it states "periodic intervals"- so as usual it is up to you.

Look also at your policy.

As per the previous poster, it is difficult to set a number, however, I try my very best to make sure that all sites are visited at least on a monthly basis- paperwork permitting. However I do not work on a global basis, just N Ireland, ROI, and GB.

However, if there is an increase in the risk of work e.g. unusually large depths of excavations, that will entail me visiting the site perhaps on a twice weekly basis.

I asked the question because a CDM-C has asked me to set up safety visits to one of their client's projects on a "two visits per project" basis.

He believes this is the way to go and is quite adamant that the client should provide the cash resource to allow this to go ahead.

I realise that some health and safety officers in PAYE employment are over stretched and are unable to carry out such a frequency of visits to sites but if the client is willing to pay is it not a good thing?

Agree Crim, a good thing. It would have been even better if the Client had asked directly?
CDM-C setting this up is a bit outwith his formal remit?
Be clear on remits and expectations of all players beforehand. Not a good idea to turn up on site when the P.C. hasn't been given a "heads up" of these arrangements!
