I think the reminder of using the hand rail is a good idea as, in my observations not many people will use the hand rail when walking up and down stairs. But an annocement so frequently is a little too much.
That said, I have been to a company before where they missed the point on doing risk assessments on large machinery and equipment and conducted them for walking up and down stairs (the risk assessment and method statement was laminated and put up at the bottom of the stairs)
They also did assessments on how to use a small office guillotine and using a kettle.
I think that is too much!
Where is the need to be careful and look after yourself?

Nuts! Even the Management regs say that you don't have to do an RA on things associated with everyday life, in the guidance. I think stairs are associated with everyday life.
I do know of one company though, who make it a disciplinary offence not to hold the handrail when walking on the stairs but then they are nuts as well! (A company who may or may not have had a big explosion many years ago in an explosives area, who have now taken safety to the most extreme and laughable levels!).

Sally, a bit like the lovely woman who tells me every time I get into the lift that the "doors are closing" and then again that "the doors are opening". I live in hope that one day she will say "toady the doors will not close, lets live dangerously for one trip"
People do not hear such messages after they get beyond the annoyance response level.
Rob T, shame that you cannot aspire to excellence in safety; but you shouldn't feel bad about it, its not mandatory :)

I work on a top tire COMAH site and we have a hold the hand rail policy.
No silly voice but after reading this I think i'll add one tomorrow :)
It came out of an action ages ago from an accident investigation as part of our behavioral safety program.
Silly??? Maybe not but I agree that our talking lift is!

I can think of many locations where the use of the handrails when using stairs is an absolute necessity because of the general environmental conditions.

What is the first thing you reach out to grab if you slip or think you are going to slip on stairs?
The rule at the chemical company I used to work for with a really good safety record was quite sensible. If you have ever fallen or slipped on the metal stairs in a processing plant you'll know why it is there. This then led to having the rule in offices because people didn't see why just the workers should have a rule if managers didn't follow it in their work place. This then led to a rapid reduction in slips and trips on stairs across a large organisation. For me it is now just habit, especially when I am carrying my baby daughter up and down stairs.
Most falls up and down stairs happen in the home, especially when you have had a few mince pies and mulled wines!
