Hi,
I hoping to complete a risk assessment for the benefit of utility maintenance fitters who carry out repairs to plant and vehicles at the side of public highways.
Most of the work is usually carried out inside 'coned areas'.
I am not sure as to what other controls or procedures need to be in place.
i.e warning signage/ beacons on vans, distance required between repairs and moving vehicles etc...
If anybody has a sample risk assessment or can point me in the right direction it would be much appreciated.

shows some useful links to the various 'trade' bodies for roadside repairs and recovery. My copy of the video 'working on the edge' from IVR has been 'permanently borrowed' so i cant find the details you are asking without a lot of digging but i hope that the HSE link will steer you in the right direction.

Get yourself a copy of PAS:43 which is the British Standard for roadside recovery and roadside working. It gives lots of information on cone / beacon / PPE requirements. Your Risk Assessment should be
based on this.

Have a look at the acop for Road and Streetworks, although the work is not directly included in the formal definitions it is the best practice guidance available.
You also need to look at the methods of work that will be used as these will not match the ideal of the workshop situation. There are so many ifs, buts and maybes involved that you need to look closely at how you manage the competence of these employees, including how their work is monitored.
Finally thorough risk assessment procedures and training are essential - you are relying on their decisions to ensure the safety of afected persons, including potentially the public. Whilst there is no formal requirement the NRSW module on signing and guarding would provide a very useful foundation for the work.
