I would pls like to know if an employer should provide medical examination (pre-employement and health surveillance) to short term employees (agency workers and temporary) or should this be provided by the agencies, for contract lasting up to 3months and 1 year. Your help in this matter is appreciated.

Depends on the control that the employer has, the specific laws etc that apply and the terms and conditions of the contract the agy has with the employer
E.G. An agy person employed in a kitchen should be evaluated [medical screening etc] for their carriage of disease as in a food prep situation this is an important point - who pays for the evaluation is up for negotiation
So; risk assess and answer your own questions from there
