Morning,

Can anybody please advise or point in the correct direction of any legislation (if there is any) of height restrictions on pallets with goods such as shampoo?

we seem to have a recurring issue where our suppliers are sending stock up to 7ft tall,
therefore presenting a huge risk to the staff that unload the trailers!!

Good morning Shaun, I am not aware of any specific legislation regarding pallet heights, most suppliers build the pallets high to make the most out of the gross weight of the vehicle or the most out of a shipped container. Are the pallets being unloaded by FLT from a curtain sider? or by pallet truck from a loading dock?.

They are being tipped by a pallet truck on a loading bay.

sometimes the goods are unstable and we have recorded a number of "near misses" where the goods have fallen over!

If you are an important customer to these suppliers, they surely want to keep you sweet. Tell them you will not accept pallets over whatever height you feel is appropriate.

My very sentiments Paul, ask them to A: lower the pallet height B: place heavy duty cardboard around the product to support it or C: supply the product in wheeled cages or a corner post pallet system.

Can't agree more with previous advice. Your supplier is the party to take this matter up with. You have rightly outlined a significant risk and this should be recorded in your risk assessment.
The only reasonable way to control this risk is to discuss the hazards presented by the current load heights sent to you by your supplier and have them lowered, or an alternative means of shipping employed. It might also be worth mentioning to them their liability and responsibility for possible negligence regarding the safety of loads they dispatch.

No doubt the supplier will have the same problems at their end transporting and loading the pallet stacks ? - or maybe you could ask them their secret formula if they say they don't.

Shaun, Don't worry about the height restrictions, look at the manual handling aspect of it. The supplier will probably be loading with a fork lift and the weight or height are not an issue. You are unloading manually. How much does the loaded pallet weigh and how much weight do your staff have to pull / push on with the pallet truck. Bearing in mind there might be a small slope up or down where the pallet truck could run away with them. From that you can inform your supplier that the current method is not satisfactory.
