I've currently got the Regs in front of me, but I'm not sure what you're asking.

Summary of PPE at Work Reg 10 is: if you (the employer) provide them (all PPE), then they (the employee) should wear them.

There's loads more, but it refers to any PPE and not just prescription safety glasses.

Can you flesh out the question any?

The Regs you need are the Personal Protective Equipment at Work Regulations 1992 (as amended).

What specifically is it you need to know?

Here's a weblink to the Regs, but unfortunately there is no Guidance attached (you have to buy the hard copy from HSE Books for that).

If eye protection is required for someone who wears glasses and you cannot provide goggles or similar to be worn over their standard spectacles then prescription safety glasses have to be supplied.

Is that what you are asking?

Thanks for you responses.

The question I suppose is if the prescription safety glasses are required does the employer pay for the glasses and is it the same as the DSE where it is for basic frames and lens, or do they pay for whatever the employee has asked for.

If you have identified a need for specific safety equipment such as safety glasses, and you have employees that wear spectacles as the norm, you would need to provide them with prescription safety glasses (PSG) at your cost. Basic frame and lens unless the hazard in question required a specific requirement.

E.g. working with solvents, potential for splash to eyes, hence safety glasses / goggles, person carrying out function wears spectacles, would need to provide PSG, unless able to find over goggles or full face visor. If solvent can dissolve plastic / polycarbonate lenses would need to specify glass lenses in PSG.

If you are being asked to provide PSG by employees, when there is clearly not a need for safety glasses, then you do not pay.
