With regard to a company checking employee's Driving Licences, does anyone know if Data Protection prevents the company holding a photo copy of said licenses.

It doesn't prevent it, as long as the copy is held for a legitimate business purpose, and it's held securely. Keep it in the individual's HR file and if you're operating the security for that OK, you'll be fine.
