Would ladders which are used for accessing loft areas be considered to be 'accessing another level', therefore require to extend a metre etc?

Also should add...
It's been a while since I looked at ladders, which document/location best states the need to foot a ladder?
Also, in reality, does everyone that uses an extendable ladder, i.e. into a loft space, really have a second person to foot it if there is no other means to secure the bottom?

A recent report from our safety advisor stated
"Stepladders should be replaced with leaning ladder which protrudes past attic landing by 1m"
