What are the main features of the new CDM regulations and how does it improve the safety of employees at work?

The new CDM 2007 Regulations are divided into 5 parts:
Part 1 deals with the application of the Regulations and definitions.
Part 2 covers general duties that apply to all construction projects.
Part 3 contains additional duties that only apply to notifiable construction projects, i.e. those lasting more that 30 days or involving more than 500 person days of construction work.
Part 4 contains practical requirements that apply to all construction sites.
Part 5 contains the transitional arrangements and revocations.
Clients can remove or reduce risks to health;
Designers can identify and eliminate hazards, and reduce remaining risks;
CDM Coordinators can advise clients and support the design process;
Principal contractors can plan and implement a strategy to manage occupational health risks;
Contractors can manage any occupational health risks that their workers may be exposed to.

In terms of employee H&S it's mainly about ensuring their competence and providing adequate resources (staffing, access equipment, ppe etc. H&S duties of (principal) contractors, clients, CDM-C etc are clarified too. You would most probably need to look at the HSE website for further guidance.

Aditionally from 01-04-2008 [unless something happens again!] the CN&EA will apply to many CDM contracts so the parameters of this law will also need to be understood and accounted for
