this week I'm to do a fire risk assessment on a 3 floor storage facility, Top floor and middle floor are leased out to private tenants who use it for storage, but the ground floor has just been leased to club who will having gattherings in there at random times during the day and night. Are we leaggly bound to have smoke detaction in that building? I'm working on getting a system in there, but do I stop our new tenants moving in til I do?

For starters, identify your escape routes and fire exits. If there is a more than low risk of a fire occuring at the fire exits or escape routes then install smoke alarms there.
Also if you have a basement or isolated one-entry-no-windows rooms then install smoke alarms outside those rooms.

If the club is only using the ground floor, it is open plan and there are sufficient exits then there should be no need to fit smoke detectors or a fire alarm. If the ground floor is sub-divided and some occupants could be unaware of a developing fire, then you must have a detection and warning system.
You will also need to consider how frequently the private storage facilities are used as people on these upper floors could be much more at risk. You might reasonably argue that if people only go onto these floors for ten minutes once a month then the risk is fairly low. However by letting out the ground floor at irregular times you have definitely increased the risk to those on the upper floors.
Going back to your question. There is absolutely no law that says 'you must fit smoke detectors' but you must consider and decide if they are needed.
