Car park and Garden being taken over by prostitutes and drug users.

Hi Guys,
I've visited one of my premises today to discover that the car park is being used as a drive through brothel (not even late at night as the staff have seen them at 5:30!). It was also obvious by the various needles, silver foil and bungy straps and blood splatters that it is regularly being used as a place for the local drug addicts to shoot up. A member of staff was recently threatened with a needle when he disturbed someone injecting on the stairs.
This is a residential property for people who with special needs. The place is not manned 24/7 and is due to be demolished in 12 months. Therefore expensive solutions will not be progressed.
Two problems : 1
who should I expect to clear up the discarded condoms and needles - I appreciate the need for the most stringent of PPE - the struggle is who ? I would see it an unreasonable request no matter how many times and any other duties in is in your contract!
2 - Cheap methods to deter people. I'm looking to put in a bollard as it is cheaper than gates for the "clients" that are in cars, getting rid of the mattresses that have been placed around the rear garden (I kid you not) , a couple of motion sensitive lights and a dummy camera. Any other thoughts?
It got to the stage at Christmas where the dustman refused to pick up the rubbish due to the amount of needles - shame the council didn't tell us!
Any suggestions are appreciated - I must have led a sheltered life as today has been a wee bit if a shock!

Your LA will be the first port of call for clearup, but if the property is in private ownership (including charities( don't expect any immediate help. They may, howvere, offer a service at cost.
The Police and local drugs awareness/AIDS.
/Social services will, if encouraged, get their buts into gear and star the ball rolling with what should be a multi-agency approach. Beyond that,you are more or less on your own.
Look for local AIDS support services, drugs support, Womens services etc and you may find a sympathetic ear, though don't anticipate that they will come round with the kit necessary to help you clean up.

Thats awful if the Police wont help then I think Dummy cameras and PIR floodlights are a cheap good idea.
You could also consider hiring a SIA registered dog handler for a couple of evenings to get people moving.

Knew of a university car-park that had similar issues, they put in extra CCTV which actually increased its use by prostitutes - the security guards were told they "ladies" involved felt safer. I would have thought the police would be more help with the drugs issues.

I would imagine by the quality of the "ladies" mattresses in bushed etc the problems are inextricably linked 2 birds with 1 stone so to speak. It may be easier to stop the clients with, as you suggested, bollards or barriers, also bright lighting will be a good deterrent.

What condition is any fencing around the property - would it be possible to fit a lockable entry gate as well?
If that is not possible, what about going for a blitz of media coverage and contacting the local councillors and MP for the constituency?
Embarrass the local Police Commissioner into taking action by asking for a comment or interview on the local TV channel news programme.

Thanks for all the positive responses. No its not LA. The company I work for would not appreciate me bringing the press in for reasons best not gone into.
The local police station it is then! Maybe the plastic police maybe able show a bit more of a presence.

The sensitive question 'who should I expect to clear up the discarded condoms and needles?' probably has no simple answer other than to outsource it and pay for the service you really want.
Technically the responsibility lies with the chief executive, by virtue of the scope of his/her job and possibly yourself, depending on the terms of reference of your own job.
Assigning responsibility, it's important to consider two factors: (a) the real culture of your organisation and the balance it wishes to strike in addressing the tacky situation you describe, and (b) the standards to which the chief exective requires this task to be done.
To the extent that your chief executive decides not to buy a satisfactory solution, you have options about how you invoke the cultural strengths of your organisation. Since the mission of the organisation is to serve clients with special needs, perhaps there is the basis of 'a learning organisation', the most powerful form of organisational development.

Lights and cameras are the obvious answer but I would have real cameras at least in one or two positions so that some reasonable evidence can be gathered. Only the police have the real powers to move this problem on. Stopping it completely is however unlikely.

Make sure you or someone else phones the police every time there is an "incident" of any kind such as suspected drug taking, suspected drug dealing, soliciting, trespass, residents concerned about their safety etc.-because they are all genuine incidents. The police may respond which would be great but that is not the whole intention here. What happens is that your reporting elevates the local crime statistics which then begins to look bad for the area you are in and then they definitely will react and address the issue (because they want to get their crime stats back down again) by extra patrols at key times, immediate response when you phone in an incident, crime prevention advice etc.
