How would you apply the working at height regulations to a mezzanine floor structure that holds cardboard boxes at a height of 3 meters.
Along this structure are fixed guardrails except in one access location where the boxes are lifted onto the structure.At this point are removable guard rails that are taken out as needed to lift the boxes onto the floor above.
A person obviously needs to remove the guardrail therefore making this area a non protected edge.

Incorrect rails are fitted then, with areas such as you suggest I have seen on may occasions secure gates which will only open inwards whilst the FLT is loading to a barriered inner walkway, as the truck comes back the gates close again thus ensuring no one is ever at risk from fall.
There are several systems around that work well this is one such example, eye bolts harness and lanyard is not included as I once saw!!!

If you are wondering if a work at height assessment would allow that mezzanine situation to remain, I think the answer has to be 'no'. With that unprotected edge there is a real risk of someone falling, even if a sign says 'do not approach edge' or whatever. There is a small risk that a person could trip while moving the railing etc etc. and I expect there are no facilities to break his fall etc etc.
The regs and HSE indg401 say that you must ensure that the place where work is done at height is safe and has features to prevent a fall, unless it is not reasonably practicable in which case...... Well in your case it IS reasonably practicable to install a means to protect the employee better.

There's a flip-over pallet barrier called 'Ajax' made by Canal Engineering Ltd which would probably suit your needs. No connection to them but I've seen the kit working and it does what it says on the tin.
