I have a presentation to make for an interview on:
" The difficulties of providing mandatory and statutory training to all staff in an organisation".

Difficulties/overcoming:
1. Value for money training
2. Personal development (CPD)
3. Management lead
4. monitoring the effectiveness of training
5. training agreement plans
Statutory:
1. Legal duries palced within Regs, use Management Regs, with examples from PUWER and LOLER...

How about the need for training?
Checking existing competencies before arranging training?
Existing training resources already in place v outsourcing and cost benefit analysis.
They may be asking you about a broader scenario.

The question is "difficulties in providing"- not what is required, I would suggest.
Practical implementation, availability, usability and effectiveness might be the underlying theme here.
I might assume that if you are competent and the company you hope to join are reasonably professional that you both know the "what is required" stuff. Have that bit ready to give a few examples if you are asked but I wouldn't lead on it.
