A recent report showed low level ground contamination of Arsenic, five times lower for Commercial/Industrial use as recommended by 'Soil Guideline Values for Arsenic Contamination,' author DEFRA and the Environment Agency.
However, this report has caused some consternation amongst some staff and I have been asked to provide guidance on suitable precautions and PPE. Can anyone advise what those precautions and PPE might be?

Depends on what you are doing with the soil? How much of the soil is affected?
are you digging it up, disturbing it or is there is any risk of arsenic entering water systems.

The area affected is in a tunnel section and would not normally be disturbed, but work might include clearance of nearby drains and other similar maintenance work.

sorry to state the obvious, but you have to assess the risk. going on what you describe only, the risk of direct exposure is low, the quantity in the soil has been described as low risk. As long as it is not ingested the risk should be low.
Note though inorganic arsenic can be inhaled also. does your report state what kind or the likley source?
some control measures: clearly section off the affected area and make it a no-go. hopefully the owner of the land has been informed? PPE as a last resort measure and a good hygiene regime will reduce the risk further.
note smokers are already exposed to arsenic through the habit so they will be slightly more at risk. (arsenic occurs in nature, i.e shellfish, coal, grains, meat and is usually present in soils in a low amount).
