Position - current position and environmental pressures confronting the organisation Problems - why failing to change can lead to problems Possibilities Proposal
The last two P's should stress the benefits from making your changes.
Without the support of senior management your best intentions will not take off. From my experience stressing the cost saving benefits, as well as the environmental gains, (the win-win situation), gets managements attention as most managers take notice if you can reduce operational costs.

Having recently gone through this process the clincher was how having an environmental management system and policy would benefit the organisation, our customers and the wider environment. Once the Board were on side and committed to the process and agreed the policy they gave every support to the process.
Benefits of systems such as this are varied depending on your sector (charity work I notice). Internal benefits would possibly include reduction in utility costs and insurance costs. An increase in beneficial public perception or customer perception. Social / moral responsibility issues. The list goes on.
A good starting point for the Policy document is the requirements of the ISO 14001 standard (clause 4.2).
