Can a Crane Appointed Person be permitted to sling on site?

Posted By KayS One of our experienced Appointed Persons has just done the 'CPCS' Appointed Person Training. He previously had a CSCS Slinger-signaller which has now expired and has been told that although he is clearly very experienced/skilled in all aspects of Lifting Operations, he must hold a current Slinger-signaller card in order to be physically involved in slinging. I personally thought that if you're an AP cardholder you have one of the highest qualifications in Lifting Ops therefore should be permitted to sling/signal if the need arises? What does anybody else think? Thanks

Posted By Gerry Marchant I think you've answered you own question on this one already....define competency information, instruction & training...don't see anywhere the word 'card'.
If the operative is experienced in the job role, undergone a period of training and has proved themself doing the function,...why, o why does that person need a card!!!!

If you get a copy of BS7121 Part 1 Annex A it will explain what is required but still not answer your question.
LOLER Regulation 8 The Organisation of Lifting Operations would suggest yes he can.
He is competent and has had the training to carry out the task safely.
It would not be uncommon for some companies to have more than 1 Appointed Person and at times use them for AP duties, Lift Supervisor duties and Slinger / Signaller duties.
Sadly his card does not say he is a Slinger /Signaller and the practical aspect of this is not tested on the AP CPCS course.(Unless the sylabus has changed)
My suggestion would be for him to carry out an Experienced Worker Assessment(EWA) Test half a day and renew his card.
I think that these EWA tests are due to expire in August.
Hope this helps I know some good training companies mainly in the South if you need one.

Posted By KayS Hi Alex, I think you're exactly right, he is trained, competent, authorised for multiple roles at work and all the rest of it - the problem is that it is indeed an MCG site, so he can't sling because he doesnt have that particular peice of plastic to prove it.
Also, just curious, are you in the know about these "EWA tests ... due to expire in August"?
Only that's exactly what I wanted to do but I thought that finished years ago? I spoke to someone at an independant but CITB-approved training centre and they said he has to do an NVQ assessment with a portfolio and assessment while he works etc.

Posted By alex mccreadie That is the system now Kay the NVQ route. I had it on good authority on Monday that the EWA route is still open till August. That means no loads of paper and port folios?
As I said if you need a trainer in the South contact me and I will give you details of a couple.
