Posted By willhiem In the past while I’ve been preparing a few submissions for various tasks, But it strikes me that the people who prepare such application forms and documents haven’t the slightest idea about what they are asking and generally lift the questions out of different pieces of legislation on guidance on such. Some of the questions that are asked don’t relate at all to the topic. I find it hard to stomach the fact that you have to answer these questions, which are a pretty useless way in determining who should get the contract, when the questions you are trying to answer are wrong!! so its a case of trying to answer an irrelevant or wrong question in a way which wont rule you out of the running. What’s more I wonder about the competence of people deciding on who gets these contracts, it brings back that whole question of how can somebody who has no knowledge of H & S judge competence of people who have, how do they evaluate the answers given in the submissions. Could this be a role for IOSH to look at providing guidance to Local Authorities, Government Dept etc on what to ask? And what to look for? Because at the minute i wouldn’t be at all surprised to find Q. What is your Favourite colour? or Q. Blur or Oasis? (Yes that’s goin back a bit, but so are their questions!!)

Posted By Paul Bellis Also worrying is the competence of the individual assessing the responses -including some of the organisations who specialise in it vetting. They seen to be just tick box - ie have they provided A B C D Etc ans... yes then ok - your approved! or no send in a bit more ie E F G..- doesnt matter if what they say is correct, or it is what they actually do in practice, is it suitable and sufficient or even thiers!. There appears a bit of pay your money -send in papers and hey your on the list!, or am I being cynical..... Im a bit of a believer in competence assessment and the quality of an organistaion - on an individual basis rather than collectively on an approved shceme. Although I do agree it does save time and duplication in the long run perhaps a bit of both? --interesting to see what others think

Posted By willhiem Paul, No problem, but yes the competence of who assesses them should really be questioned, i mean if they ask it in the first place where are they coming from with these questions, who drew them up and on what basis, and how are they competent to assess the applications etc. I have done maybe 10 submissions in the last 6 months and only one i found to be relevant and actually challenging to answer (in a good way, the others are challenging in a frustrated and 'how am I going to answer this wrong question right' kind of way)!
