Who enforces these regulations is it the HSE as most schools are jointly run by the LEA so there is a potential conflict of interest.

It must be the HSE, to avoid the conflict of interest, as the LEA are responsible for ensuring schools conform to minimum standards, though this is usually devolved and of course does not apply to approved independant schools where the responsibilty is with the proprietor.

These Regulations are made under the Education Act 1996 (England and Wales).
They are not "health and safey" Regulations and therefore aren't enforced by HSE or LA Environmetal Health Departments.
