Hi,
One of our engineers went to a customer site to perform a small welding task, I had previously faxed a Method Statement to the customer with all the relevant data concerning the task, on arrival the customer asked the engineer for his Hot Work Permit, am I correct in saying that the customer should be issuing this permit not the sub contractor.

Exactly.

The party in control of the site should PERMIT you to carry out hot work, subject to agreed checks and controls.
