In the UK there is no doubt that you MUST track personnel movements - but the reality is that you really SHOULD do so anyway, for the same reasons that we look after people's health and safety. Perhaps in your country there is a law or guidance that says you MUST but I assume not, otherwise there was no point in asking the question. If there is nothing to tell you that it must be done, take a realistic view based on the importance of tracking personnel on and off a barge. If you do decide that it is right to track people for whatever reason, moral or otherwise, then a POB or T Card System is not essential - but they are designed for tracking such transfers and do work well, so why not simply follow good practice? I don't follow the reason for mentioning "with heavy load on barge" - does that increase the transport risk? Does it mean less space for the people? If the first of these, tracking is surely going to become more important? A shorter response would have said quite simply YES - since any other answer would be telling everyone involved that "it doesn't matter if we know you are on the barge or not .... we simply don't care!" Posted By William Frank, It would be good practice to use a t card system to ensure you know how many POB (people on board) there are in the event of an emergency. This is more an offshore related question I think. Would I be right in thinking you are involved in a heavy lift either from the barge to a platform/ seabed or from the platform/seabed to the barge? If the barge is connected by a gangway to anything else, be it land, a rig, ship or another barge then I would definitely say yes as if you had an accident on the barge or anywhere else it is connected to, you would need to verify who was aboard at the time so you would know how many people were unaccounted for, failure to do so would put the safety of the rescue teams in danger as they could be looking for someone aboard the barge who was was not there. Hope this helps.
