L&G.... your thoughts.

on a recent site visit i noticed a GD type person remove the top and bottom hand rails from the edge of a 2nd floor. this was to allow the telehandler to lift some rebar up for later use. I know full well that the person wasnt a qualified scaffolder but when i enlightened the site manager as to what i saw, he replied (and was adamant) that because it was only a temporary moving of hand rail (not an alteration of scaffold structure) it didnt need to be done by a competent scaffolder?

your thoughts?

Pete,

A good way is to ask the manager if the handrail was not attached appropriately & someone were to suffer a fall- how can he prove that he ensured the competency of the GD to work on scaffolding as this would most definitely one question the investigating HSE Inspector would ask.
