Safety Net when should be use on scaffolding?
like if the scaffold not too high, is it required by law to use a safety net in construction site/building?

The law doesn't specify the equipment it is entirely down to the risk assessment & the safe system of work to specify the adequate controls (which can include equipment) put in place to counteract the hazards.

PERIODIC SAFETY INSPECTION
Location: 65
Date of Inspection: 30 APRIL, 2008 Inspection by: Husain
The following are violations of Ministry of labor and the international regulations standards, other applicable standards, or are hazardous conditions that may cause injury or illness to employees at 65. These conditions require corrective action so as to ensure a safe and healthful workplace for employees, employer, and visitors.
The following hazards were identified during the April, 2008 safety inspection:
Date Corrected
& Initials Risk Assess-ment Identified Hazard/Recommendation
6 Scaffold toe board it seem not safe and not to the compliance standard
4 Safety net not exist
4 Protection against the general public not there
5 Not a good housekeeping
6 There are no mandatory sign posted to enforce the use of the PPE
6 Worker should wear a safety harness and life line if working more than 5. feet above a solid surface
Keep one copy of these findings and use a copy as a working correction aid.
Necessary correction notes that are required are:
1. Who corrected the hazard.
2. The date of the correction.

what i mean here i can't say it's a violation to the law? if you not use a safety net am i right? or can say it's not applicable to the best practise? correct me please

Look at it this way Husain- the law requires you to have a suitable & sufficient risk assessment & ssow- if these both state a safety net as a control and it is not attached, under uk law it could lead to an initial notice being served by a HSE inspector, but from your notes I have a feeling you are not being governed by uk law therefore without knowing your law I would only be speculating.
I suggest you look at which law requires you to have the suitable RA & SSOW and I have a feeling you will find your answer.

thank you very much Lee, i really do appreciate it, i think i got it a little bit, and by the way i am in Bahrain, so we still follow the U.K. law as in here our most of employer respect NEBOSH qualification.

I think you need to do a good risk assessment. Either get it done by a qualified consultant or do it yourself by using a legal format you can get for free from hse.org.uk site , or even from riskassessor.co.uk site.
