can anyone recommend a good simple risk assessment software model, for training managers etc.
so all departments work with the same system.

I see no responses yet. I don't know a 'software' tool but I recommend training your managers/risk assessors using the information provided by HSE here:

On page 8 you'll see a template document which you can print and use, or you can prepare your own version.
