It might be worth a look at the web site or contacting the British Parking Association.
There are different spacing for short and long term parking.

Disabled spaces are obviously bigger, 2400mm width per bay with 1200mm hatch safety zone between bays wide by (I think 1200 for the disabled symbol size) its based on BS8300:2001
On street parking bays however for the disabled are 6.6m x 3.6m
Its also strictly laid down how many are required for different types of premises such as retail , cafe's etc. Hope it helps,

Posted By David F Spencer This was the subject of an article and correspondence in Auto Express mag a few months ago, though I can't give you the issue number. You could try searching the AE website for the details. I seem to recall that there is no statutory control of size, but many spaces are still based on a Ford Escort of around 1985 vintage (Mk 3 model). Cars have grown considerably since then and modern spaces should reflect current needs if you are just starting to mark out a park. If you take an average car size - e.g. Focus, Astra or Auris, add about half a a metre, you should have adequate width. The length needs to be for a slightly longer car, e.g. a Vectra plus half a metre. You'll get the sizes from the Ford/Vauxhall websites, a good car mag or brochures. Your final size will be approx 5m x 2.2m.
