I have something at the back of my mind that in the last two years or so there has been a change in either the "rules" or interpretation so that the loser in an IT may end up paying all the costs - I am aware about orders etc but would appreciate if anyone has any details, as I am drawing a complete blank in my web searches

They can up hold the decision and award all costs/ partial costs or no costs
Likewise they can dismiss and award all costs/ partial costs or no costs
In short it can cost several thousand to appeal.
In a recent case i was involved in the HSE asked for £12000 costs and were awarded £8000
