Posted By teaboy in simple terms, if your company comes within the scope of 'construction' work, you are legally obliged to register with construction skills (formally CITB) and if your wage bill exceeds the threshold amount which is currently set at £73000 i think, you are obliged to pay a levy of 0.5% of the wage bill for directly employed and 1.5% of you subcontract labour wage bill.
