Fork-lift Truck Training and Testing - What is Law?????

Posted By Jason911 Can you please help. I am dismayed that no-one in the H&S industry appears to be able to answer me this simple question yes or no. Even the HSE helpline has ignored my repeated emails. We currently send our managers to a forklift instructor course with an AITT accredited training provider. Once passed we then allow them to train and test other employees as competent to drive. However, it was suggested to me that in order for our own forklift instructors to be able to TEST as well as train other employees, they would actually have to attend a pass a course operated by an ITSSAR accredited training provider, or one of the other four on HSE website, of which AITT is not one. So can someone categorically tell me whether or not we are in breach of any regulation or law? Thanks

Taken from L117 ACOP :-
The bodies listed below have been recognised by the Health and Safety Commission as competent to accredit and monitor organisations to train instructors and/or to train, test and certificate operators.
Association of Industrial Truck Trainers (AITT), The association has established the Independent Training Standards Scheme and Register (ITSSAR) as a system of examination and registration of lift-truck instructors, examiners and tutors (trainers of instructors), and monitoring of operator training for all truck types, across all industry sectors, which is available to both association members and non-members alike. The association offers accreditation to: (a) instructors; (b) examiners; (c) tutors; (d) organisations conducting lift-truck operator courses, including employers' in-house schemes; (e)organisations conducting both lift-truck instructor and operator training courses.
ITSSAR monitors the examination of lift-truck instructors, issues personal identity cards and certificates and keeps a register for each of thenabove categories. Registration under categories (a), (b) and (c) is for five yearsnand instructors and examiners may be re-registered after retaking and passingnthe examination. Tutors are progressively examined. Accreditation of organisations is valid for one year and is renewable subject to their meeting the requirements of the association's published conditions.
So in a nutshell your company would fall under (d) above and yes to comply with this ACOP they should be accredited with ITSSAR which is run the AITT.
Remebr that although this ACOP is not law, If you follow the advice you will be doing enough to comply with the law in respect of those specific matters on which the Code gives advice.

Posted By jmc Hi All
Can You help Me I posted a thread on forklifts and couldnt put too much info as others in the company use this site.
My company are putting operatives thru a 1 day course at a local training centre (they get a good deal)
Personally I would prefer the cpcs course which is about 15 days and on Your cscs card but they feel this is too expensive
Most of the main contractors are accepting this cert. But I feel the operatives should have at least 3 days training before being allowed on to a busy site where they could be lifting to 12mtrs
What do You Guys think
Any help would be appreciated
JMC
