One common software package is PHAST produced by DNV.

As regards training - the software is reasonable easy to use, the main training element is the understanding of the science/art of dispersion modelling and explosion theory.

Some sort of environmental/air quality training would be required.

PHAST is a good package for dispersion. If you are looking at flammables however you may also want to consider the FRED/SHEPPERD Software available from Shell as this factors in ignition sources, flame spread and explosions.
