Help and Advice needed.
I am overseeing the demolition of a 1960's type factory, we have identified a competent contractor to demolish the factory and they sent in a surveyor to carry out a Type 3 Survey.
We received the quote for the work to remove the Licensed Asbestos which is astronomical,so i have brought in additional contractors to look at the project. Both of the other companies seem to be questioning the accuracy of the Type 3 survey. One has even suggested reporting them for bashing holes in the suspected AIB, as this demonstrates dangerous working practices.
I am no expert in Asbestos, my question is this. How many registered/competent Asbestos surveyors do i bring in before i am happy with the report(the company we have used to date are registered).
There is more on this problem i have but i am spinning at the mo.

If you have any concerns regarding the Survey, then I would contact the MD of the "offending" Company & casually drop into the conversation that you might have to involve the HSE.
As the HSE are targeting asbestos in a big way (& rightly so), then this might just do the trick!

Why involve the HSE at this stage? If you're not happy with the survey, contact the original surveyor and ask him to explain himself. The AIB may well have been damaged before the type 3 survey was carried out.
If the survey is not clear then you have a right to complain to the company concerned. Where they UKAS accredited?
Bear in mind the removal companies may be trying to get some extra cash out of you.
I would walk the site with both the removal contarctor and asbestos surveyor to make sure they both understand the full extent of the asbestos to be removed

If you read my response again you will see that I am not advocating bringing in the HSE at this stage, merely using their involvement as a lever if necessary!

Is this Project Notifiable under CDM?
Is a CDM-C appointed?
The CDM-C is required to be in a position to advise the Client (on request) as to the competencies and resources of all or any appointment made by any other duty holder.
Why not ask him?

I am a P402 asbestos surveyor as well as a safety adviser for a construction company, and to conduct a type 3 survey it is normal to determine the presence of asbestos in all areas being demolised including destructive inspections.
The MDHS 100 details the following for a Type 3 survey:
"This type of survey is used to locate and describe, as far as reasonably practicable, all ACMs in the building and may involve destructive inspection, as necessary, to gain access to all areas, including those that may be difficult to reach.
A full sampling programme is undertaken to identify possible ACMs and estimates of the volume and surface area of ACMs made. The survey is designed to be used as a basis for tendering the removal of ACMs from the building prior to demolition or major refurbishment so the survey does not assess the condition of the asbestos, other than to note areas of damage or where additional asbestos debris may be expected to be present.

To Everyone who offered help
Thank you for the help, i read all the advice offered. To those of you which have offered further assistance over the phone i would like to say, it was for this reason i became a member of this forum, to be able to offer help and advice to those with less knowledge in some areas than myself and to ask for help from those with more knowledge in specific areas than myself.
To the ones that emailed me personally i can assure you it was not your companies who under took the survey.
I have taken further action on the issue, i brought in another surveyor for a second opinion (FOC).
My decision is that i will change the contractor, and start again. I feel it is more important to get this right than hurry the project along.
